Description: This part-printed document approves of a Mr. Thomas W. Fox being appointed “Consul of the German Empire at Plymouth”. Queen Victoria has boldly signed at the upper center and the Marquess of Salisbury, as Secretary of State for Foreign Affairs, has signed at the lower right.
